The transport plan should be built backwards from the group’s fixed time, with realistic margins for arrival procedures, walking and authorised coach operations.

Airport arrival

A flight arrival is not the coach departure time. Passport control, baggage reclaim and the agreed airport meeting procedure must be considered before the driver’s collection window is set.

Cruise arrival

For Civitavecchia, the vessel schedule, disembarkation arrangements and onward destination control the day. A shore programme also needs a return margin that protects the all-aboard time.

Rome tourist-coach permits and access zones

Rome’s tourist-coach system uses ZTL BUS A, B and C. The correct permit and operating point depend on the actual route, vehicle and service date.

ZTL BUS A: the wider zone

With the appropriate permit, operations may include circulation and passenger pickup or drop-off at eligible hotels, restaurants, schools, offices and museums, together with the authorised short, hourly or long-stay coach areas specified by the municipality.

ZTL BUS B: inner-city planning

Access is more restrictive and the relevant permit must match the planned route. A central address should never be treated as automatic permission to reach the entrance or wait outside.

ZTL BUS C: the historic core

The central area is generally closed to tourist coaches except for specific authorised cases. Groups commonly combine a permitted coach operation with a pedestrian route and a later reboarding point.
